Norwich take on a club from the eastern region for the second successive round and are looking for a place in the last 16 for the second season in a row.
The three-time semi-finalists, who overcame Peterborough in the third round, are hoping to defeat non-league opposition for the first time since overpowering Paulton 7-0, in the first round in November 2009.
The Canaries last lost to a club from outside the top four divisions in 1956, when Southern League Bedford Town eliminated them in the first round.
Luton Town
Paul Buckle's Luton, 85 places lower than Norwich, are one of two clubs from the Blue Square Bet Premier trying to knock Premier League clubs out of the FA Cup.
Luton, who lost in the 1959 final to Nottingham Forest, knocked out Championship side Wolves in the third round. The Hatters are on their best cup run for six seasons, and are hoping to reach the fifth round for the first time since 1994, when they reached the semi-finals.
The Hatters took Liverpool to a replay five years ago, but have not defeated a Premier League club since their win against West Ham in the 1994 quarter-finals.
